Subject	stuck seat belts question

Message	i am replacing out my 1990 TT interior from red to black and am almost done except for the door panels and seat belts, my problem is that the DS seat belt does not want to retract and the other does not want to extend like it is locked. Both issues seem to originate for the shoulder portion of the belt. ive searched and saw the writeup on getting the spring reloaded so i am going to try that for the DS. Is there anything else i need to think about or do here or should i just buy another set? thanks in advance for any direction provided.
